Should American companies be penalized somehow for outsourcing to other countries?

One has to ask the question why companies outsource to other countries. Could it have something to do with the ridiculous taxes on American businesses, or maybe the ridiculous wages paid to union workers? I think those issues should be addressed so that it is more attractive for companies to keep their jobs on US soil.
