Is He Interested? If so, what should i do?

So there is this boy, i met him over the summer but hes from another state, and would be coming to the same college that fall. He always made an effort to say hi to me, whether it was on campus from across the street or at the bars making a point to say hi. He thought i was dating my ex, and when i told him i was not he got really excited. We have kissed a few times, and every time i go to his fraternity and disappear for a little bit, i get the "hey where did you go" text. He puts his arm around me and will kiss my forehead he will also tease me and makes me laugh. He is very secretive when the guys ask about me and wont reveal any details that are between us. I catch him sneaking looks at me when im at the bar, and hes never to far away. He does playful touching. Help me out guys! What's he thinking? Is it worth pursuing? Should I play coy??
